Glass Half Full? IATA vs. DOT on Limited Quantities

Can the DOT “Glass be Half Full”? Under IATA, and IMDG rules the Limited Quantity Limits are based on the quantity within an inner packaging. So gasoline has a 500 mL limit under PI Y341. So you could put 500 mL in a one liter bottle as IATA/ICAO is only concerned with net qty per inner.

49 CFR//DOT on the other hand limits the “capacity” of the inner packaging to 500 mL so you could NOT put 500 mL in a 1000 mL inner packaging. Do you agree?
