Addendum to the 64th Edition of the IATA Dangerous Goods Regulations

ADDENDUM II

Users of the IATA Dangerous Goods Regulations are asked to note the following amendments and corrections to the 64th Edition, effective from 1 January 2023.
Where appropriate, changes or amendments to existing text have been highlighted (in yellow – PDF or grey – hardcopy) to help identify the change or amendment.

New or Amended Operator Variations (Section 2.8.4)

Amend 3V-02 (ASL Airlines Belgium)
3V-02 Lithium ion and lithium metal batteries in ASL Airlines Belgium’s General Cargo services:
• UN 3480 and UN 3090 of Section IA and IB are subject to prior approval. A copy of the Shipper’s Declaration
and the UN test summary (see 3.9.2.6.1 (g)) must be provided at the time of booking;
• UN 3481 and UN 3091, all Sections are acceptable if in compliance with the IATA DGR. Not used.

Amend 7L (Silk Way West Airlines)
7L-04 Liquid dangerous goods in single packaging must be overpacked. When liquid dangerous goods are contained in single packaging of plastic drums or plastic jerricans, they must be protected by other strong rigid outer packaging. Certain substances may be excepted from this variation with advance approval from Silk Way West Airlines. Contact local Airline office for details.

Liquids, including dangerous goods, will only be accepted in combination packaging and must be completely surrounded with a sufficient quantity of absorbent material to absorb the entire liquid contents of the inner packagings. Liquids in single packaging will not be accepted for carriage. Certain substances and mixtures may be exempted from this variations with advance approval from Silkway West Airlines. Contact local Airlines office for details.

Amend 8V (Astral Aviation)
Add new:
8V-03 All internal combustion and fuel cell engines, being shipped either separately or incorporated into a vehicle, machine or other apparatus, the fuel tank or fuel system of which contains or has contained fuel must be classified in accordance with these Regulations, and special provision A70 cannot be applied.

8V-04 Safety Data Sheet (SDS) must be provided for all dangerous goods, including consignments containing
lithium batteries prepared in accordance with Section II of the relevant packing instructions.

Amend BR (EVA Airways)
BR-18 Lithium batteries prepared in accordance with section I/IA of Packing Instruction 965—970 and Section IB of Packing Instruction PI 965 and 968 will not be accepted for carriage. Section II of PI 965 and PI 968 will not be accepted during the transition period (see PI 965 and PI 968).

Amend CC (Air Atlanta Icelandic)
Add new:
CC-03 All consignments containing UN 3171, vehicles equipped with lithium ion batteries are prohibited on passenger aircraft and must be shown as Cargo Aircraft Only on the Shipper’s Declaration. Where vehicles are placed in a packaging, crate or other means that prevent ready identification, then the packaging, crate or other containment must bear the Cargo Aircraft Only label. Prior coordination with Air Atlanta Loadstudy is required for all consignments.

CC-04 All consignments containing UN 3166, vehicles equipped with lithium ion batteries are prohibited on passenger aircraft and must be shown as Cargo Aircraft Only on the Shipper’s Declaration. Where vehicles are placed in a packaging, crate or other means that prevent ready identification, then the packaging, crate or other containment must bear the Cargo Aircraft Only label. Prior coordination with Air Atlanta Loadstudy is required for all consignments.

Amend CM (Copa Airlines – Cargo)
CM-02 Not used. Class 8, Corrosives in Packing Group I and II will only be transported in Cargo Aircraft Only.

CM-03 CM will only transport dangerous goods of Class 2, Division 2.1, only UN 1950 aerosols without
subsidiary hazard and Division 2.2, permitted on a passenger aircraft, including refrigerated liquified gases (Division 2.2, non-flammable, non-toxic gases), Class 3, Class 6 (Division 6.2 infectious substances Category B) Class 7 medicinal items with radioactive components and Class 9.
Note: The above provision does not apply to COMAT (Company Material).

Amend CT (Air Atlanta Europe)
Add new:
CT-03 All consignments containing UN 3171, vehicles equipped with lithium ion batteries are prohibited on passenger aircraft and must be shown as Cargo Aircraft Only on the Shipper’s Declaration. Where vehicles are placed in a packaging, crate or other means that prevent ready identification, then the packaging, crate or other containment must bear the Cargo Aircraft Only label. Prior coordination with Air Atlanta Loadstudy is required for all consignments.

CT-04 All consignments containing UN 3166, vehicles equipped with lithium ion batteries are prohibited on passenger aircraft and must be shown as Cargo Aircraft Only on the Shipper’s Declaration. Where vehicles are placed in a packaging, crate or other means that prevent ready identification, then the packaging, crate or other containment must bear the Cargo Aircraft Only label. Prior coordination with Air Atlanta Loadstudy is required for all consignments

Amend DE (Condor Flugdienst GmbH)
DE-10 Lithium metal cells/batteries and lithium ion cells/batteries, UN 3090, UN 3091, UN 3480 and UN 3481, will not be accepted for carriage as cargo. This prohibition does not apply to:
• UN 3091 lithium metal cells / batteries packed with or contained in equipment when prepared in accordance with Section II of PI 969 or PI 970;
• UN 3481 lithium ion cells / batteries packed with or contained in equipment when prepared in accordance with Section II of PI 966 or PI 967.
, with the exception of lithium battery powered temperature loggers.

Add new
DE-12 Lithium batteries transported under Section II of PI 966, 967, 969 and 970, will only be accepted for carriage with a duly completed “Shipper’s Transport Document for Lithium Batteries – Section II” form, available through official cargo booking channels and on the Condor website.

Amend HM (Air Seychelles)
HM-01 Class 7 – Radioactive material is not accepted for carriage (see 10.10.2). The following dangerous goods are prohibited on Air Seychelles flight:
(a) Class 1 except 1.4S
(b) Class 7-Radioactive material

Amend LJ (Jin Air)
LJ-01 Dangerous Goods will not be accepted for carriage in any circumstances, except for following seven (7) four (4) different materials:
• UN 1845 Carbon Dioxide, solid (Dry Ice) when used as a refrigerant;
• ID 8000 Consumer Commodity;
• UN 3481 Section II (PI 966, 967);
• UN 3091 Section II (PI 969, 970);
• UN 1130 Camphor oil (Excepted quantity only);
• UN 1197 Extract, liquid (Excepted quantity only) ;
• UN 2319 Terpene hydrocarbons, n.o.s. (Excepted quantity only).

Amend NH (All Nippon Airways)
NH-08 For UN 3480, lithium ion batteries (Section IB) and UN 3090, lithium metal batteries (Section IB) the shipper is required to submit a “Packing confirmation sheet” to declare that the package packaging is capable of withstanding 1.2 m drop test and 3 m stack test (see Packing Instruction 965 and 968). Amend O3 (SF Airlines)
O3-04 In instances where the application of lithium battery mark is not required as per the exceptions in Section II of PI 967 and PI 970, the lithium battery mark shall still be applied when the shipment is to be transported by SF Airlines. Not used.

Amend OZ (Asiana Airlines)
OZ-10 The following restrictions apply to lithium ion and lithium metal batteries:

  1. UN 3480 Lithium ion batteries prepared in accordance with Section IA may be accepted for carriage with
    prior approval from Asiana Airlines.
  2. All consignments containing the following lithium batteries are prohibited as cargo:
    • UN 3481 Lithium ion batteries packed with or contained in equipment prepared in accordance with Section I of Packing Instructions 966 and 967;
    • UN 3090 Lithium metal batteries prepared in accordance with Section IA and IB of Packing Instruction 968; and
    • UN 3091 Lithium metal batteries packed with or contained in equipment prepared in accordance with Section I of Packing Instructions 969 and 970.

    The following lithium battery shipments will not be accepted for carriage on Asiana airlines aircraft.
    • UN 3090, prepared in accordance with Section IA and Section IB of Packing Instruction 968;
    • UN 3091, prepared in accordance with Section I of Packing Instructions 969 or 970;
    • UN 3480, prepared in accordance with Section IA of Packing Instruction 965;
    • UN 3481, prepared in accordance with Section I of Packing Instructions 966 or 967.

Amend P5 (Aero Republica)
P5-02 Not used. Class 8, Corrosives in Packing Group I and II will only be transported in Cargo Aircraft Only.
P5-03 CM will only transport dangerous goods of Class 2, Division 2.1, only UN 1950 aerosols without subsidiary hazard and Division 2.2, permitted on a passenger aircraft, including refrigerated liquified gases (Division 2.2, non-flammable, non-toxic gases), Class 3, Class 6 (Division 6.2 infectious substances Category B) Class 7 medicinal items with radioactive components and Class 9.

Note: The above provision does not apply to COMAT (Company Material).

Add Q7 (DHL Air Austria GmbH – DHL)
Q7-01 Dangerous goods shipments transported by DHL Air Austria GmbH (DHA) will only be accepted by advance arrangements and approval by the Regional Restricted Commodities Group–DHL Express Europe Headquarters before presenting for transport.

Q7-02 The waybill for dangerous goods in “Excepted Quantities” must show the applicable UN Number in addition to the requirements of 2.6.8.2.
Q7-03 All lithium batteries, including refurbished, prepared under Section II of packing instructions 966, 967, 969 and 970 will only be accepted for carriage with the approval of Regional/Global Restricted Commodities Group–DHL Express Europe Headquarters.
Q7-04 It is forbidden to carry weapons, munitions of war or parts of them, except with the express exemption of the national authorities. Such items can only be accepted by advance arrangements and approval by the Regional Restricted Commodities Group–DHL Express Europe Headquarters.
Q7-05 Dangerous goods shipments under IATA special provision A88/A99 will only be accepted exceptionally by advance arrangements and prior approval must be obtained from the DHL Regional Restricted Commodities Group–DHL Express Europe Headquarters.
Q7-06 Radioactive and fissile wastes will not be accepted for carriage.
Q7-07 Not used.
Q7-08 Handwritten Shipper’s Declarations will not be accepted. Handwritten alterations/amendments are acceptable if each alteration/amendment is legible and signed with the same signature used to sign the Shipper’s Declarations.
Q7-09 The shipper must provide a 24-hour emergency telephone number of a person/agency who is
knowledgeable of the hazards, characteristics and actions to be taken in the case of an accident or incident concerning each of the dangerous goods being transported. This telephone number, including the country and area code, preceded by the words “Emergency Contact” or “24-hour number,” must be inserted on the DGD in the “Handling Information” box (See 8.1.6.11 and 10.8.3.11).

A 24-hour emergency telephone number is not required for shipments that do not require a Shipper’s Declaration for Dangerous Goods.

Amend SQ (Singapore Airlines)
SQ-07 The following applies to lithium batteries:

  1. Lithium batteries are prohibited for carriage on cargo aircraft without prior approval from Singapore Airlines:
    • lithium metal cells and batteries (UN 3090) prepared in accordance with Packing Instruction 968 for carriage as cargo on cargo aircraft;
    • lithium ion cells and batteries (UN 3480) prepared in accordance with Packing Instruction 965 for carriage as cargo on cargo aircraft.
  2. Lithium metal cells and batteries packed with or contained in equipment (UN 3091) prepared in accordance with Section I of Packing Instruction 969 and Packing Instruction 970 are prohibited for carriage on passenger aircraft.
  3. This restriction does not apply to:
    • lithium metal cells and batteries packed with or contained in equipment (UN 3091) in accordance with Section II of Packing Instruction 969 and Packing Instruction 970;
    • lithium ion cells and batteries packed with or contained in equipment (UN 3481) in accordance with Packing Instruction 966 and Packing Instruction 967; or
    • lithium ion/metal cells and batteries covered by the Provisions for Dangerous Goods Carried by
    Passengers or Crew (see 2.3.2 to 2.3.5 and Table 2.3.A).
    Lithium batteries may be accepted for carriage subject to approval from Singapore Airlines:
    • lithium metal cells and batteries (UN 3090) prepared in accordance with Packing Instruction 968 for carriage as cargo on cargo aircraft.
    • lithium ion cells and batteries (UN 3480) prepared in accordance with Packing Instruction 965 for carriage as cargo on cargo aircraft.
    • Lithium metal cells and batteries packed with or contained in equipment (UN 3091) prepared in
    accordance with Section I of Packing Instruction 969 and Packing Instruction 970 for carriage as cargo on passenger aircraft.
    This restriction does not apply to:
    • lithium metal cells and batteries packed with or contained in equipment (UN 3091) in accordance with Section II of Packing Instruction 969 and Packing Instruction 970 on passenger aircraft;
    • lithium ion cells and batteries packed with or contained in equipment (UN 3481) in accordance with Packing Instruction 966 and Packing Instruction 967; or
    • lithium ion/metal cells and batteries covered by the Provisions for Dangerous Goods Carried by
    Passengers or Crew (see 2.3.2 to 2.3.5 and Table 2.3.A).

Amend XQ (SunExpress)
XQ-04 UN 1845 Carbon dioxide, solid (Dry Ice) is restricted to a maximum of 453 kg 200 kg per aircraft on all SunExpress aircraft types.
Add XT (Globus LLC)
XT-01 Dangerous goods are only accepted with prior approval. Requests for an approval can be submitted through the information system of the airline. User manuals and access to the information system can be

XT-02 Not used.
XT-03 The shipper must provide a 24-hour emergency telephone number of a person/agency who is
knowledgeable of the hazards, characteristics and actions to be taken in case of an accident or incident
concerning (any of) the dangerous goods being transported. This telephone number, including country and area code, preceded by the words “Emergency Contact” or “24-hour number” must be inserted on the Shipper’s DGD in the “Additional Handling Information” box, e.g. “Emergency Contact +7(495)-123-45-78”.

Section 2
2.3.5.8 Portable Electronic Devices (PED) (Including Medical Devices) Containing Batteries and Spare Batteries
Page 27, revise 2.3.5.8.1 as shown:
2.3.5.8.1 For the purpose of these Regulations, battery-powered electronic device means the equipment or apparatus for which the batteries will provide electrical power for its operation. These devices (PED), which may include medical devices such as portable oxygen concentrators (POC) and consumer electronics such as cameras, mobile phones, laptops and tablets containing batteries when carried by passengers or crew for personal use, which should be carried in carry-on baggage. Batteries and heating elements must be isolated in portable electronic devices capable of generating extreme heat, by removal of the heating element, battery or other components. These provisions apply to dry batteries, nickel-metal hydride batteries, lithium batteries and wet, non-spillable batteries. Additional specific requirements for lithium batteries and wet, non-spillable batteries are set out in 2.3.5.8.4 and 2.3.5.8.5 respectively. If devices are carried in checked baggage:
(a) measures must be taken to protect the device from damage and to prevent unintentional activation;
(b) the device must be completely switched off (not in sleep or hibernation mode), unless the device contains only lithium batteries not exceeding:
— for lithium metal batteries, a lithium content of 0.3 g; or
— for lithium ion batteries, a Watt-hour rating of 2.7 Wh.

Section 5
Packing instruction 952
Page 617, correct (b) 2. under “Batteries” to read:

(b) if lithium batteries are installed:
1. lithium batteries identified as being damaged or defective in accordance with Special Provision A154 are forbidden for transport; and
2. lithium batteries must meet the provisions of 3.9.2.6.1, except that pre-production prototypes of lithium cells or batteries, when these prototypes are transported for testing, or low production runs of lithium cells or batteries that have not been tested to the requirements of in Part III, subsection 38.3 of the UN Manual of Tests and Criteria may be transported aboard a cargo aircraft if approved by the appropriate authority of the State of origin and the State of the operator. A copy of the document of approval must accompany the consignment. Lithium batteries which have been removed from the vehicle and are packed separate from the vehicle in the same outer packaging must be offered for transport as UN 3481, Lithium ion batteries packed with equipment or UN 3091, Lithium metal batteries packed with equipment and packed according to Packing Instruction 966 or Packing Instruction 969, as applicable.

c) if sodium batteries are installed they must meet the requirements of Special Provision A94
