This program is for employees shipping small inner packagings (including consumer commodities such as perfumery products, cosmetics, paint, aerosols) and limited quantity shipments in non-UN specification packaging by highway transport. Limited quantities are the same as what DOT used to have classified as ORM-D “Consumer Commodity” which is defined as a material that is packed and distributed in a form intended or suitable for retail sales for the purposes of personal care or household use. These are limited quantities of materials that are packaged in combination packagings in quantities of not more than 30 kg gross weight per package, with further limitations for inner packagings based on the packing group (PG) and other factors.
