This is not a substitute for the regulations, and you still require training, but this may help answer some questions about the 37 different ways lithium batteries/cells can be shipped depending upon the mode and type of battery. IATA and Multimodal Lithium Battery Courses now AvailableWe have new lithium battery courses available now, online. This course focuses on the IATA Air regulations for lithium batteries and provides information on how compliance with the IATA Air rules, will also automatically ensure compliance with other modal regulations (DOT Ground and IMDG Ocean). By taking this one course, the student will learn how to prepare shipments under the IATA rules, but can use these same rules to ship by other modes, for one consistent method of shipping lithium batteries. FAQs: "I ship by all modes, and they are all so complicated when taken in total, is there just one method to ship all lithium batteries?" Yes, that is the purpose of course #1 - Lithium Batteries by IATA Air rules. This course will train you to ship under IATA rules which are more restrictive than all other modes. So, if you comply with the IATA rules, you will automatically comply with the ground shipping requirements as well as ocean shipping under IMDG rules. In some cases this might be a bit of overkill (for example, under DOT Rules many marking and documentation requirements don't kick in until you have more than 12 batteries or 24 cells in one package)... but even though it might be overkill, it's one consistent method of shipping batteries so that nobody is confused about all of the different shipping possibilities and restrictions that depend on which mode of transport you're using. "I only ship by ground, and only follow 49 CFR and the DOT rules." Okay, then just take the DOT course. Same thing for IMDG ocean, when that course comes out July 1, 2011, just take that one. My understanding is that because of the potential huge economic impact this change has to be approved by congress. Maybe they'll do it during the lame duck session... I don't know, but there's been no word on this. As soon as I hear something I'll post it and modify our lithium battery flow-charts. January 12, 2010 the US DOT Announced proposals of sweeping new changes in the lithium battery transport regulations that will impact tens of thousands of shippers (and forwarders and carriers). In short, thousand of small lithium batteries that are now considered "excepted" from the rules (and are not considered DG/HazMat in the normal sense) will lose that exception and will be considered Class 9 Dangerous Goods. Here is why this is important - NOW. Because the DOT rules will SUPERCEDE the IATA rules, and they will not be permanently published in IATA until January 2011 (though IATA may issue an addendum), this is going to be confusing, and risk for shippers (and forwarders and carriers). For example, a shipment of laptop batteries that now is excepted by the regulations could now become regulated as Class 9 DG when these rules are passed. While there will continue to be some exceptions for VERY small batteries this would be a drastic change in the rules (a 96% proposed reduction in the threshold from 100 Wh to 3.7 Wh per battery). Not the least of this change would be in training, as these items could soon become "HazMat" and employees handling these items would be subject to the full training and certification requirements. Even if your employees are currently certified anyway, you need to know how these rules are going to affect your business and whether you need to send future shipments with a red and white DGD form and Class 9 labeling.
