Electronic free version of Title 49 (49 CFR)

The US publishes its Hazardous Materials Regulations (HMR) in the Code of Federal Regulations, Title 49 (49 CFR).  This publication is also commonly referred to as the HMR, and is written by the Pipeline and Hazardous Materials Safety Administration (PHMSA), US Department of Transportation (DOT). 

The HMR can be used to look up hazardous articles and substances in the Hazmat Table which will provide the UN number, proper shipping name, hazard class or division and packing group (PG) – the so-called “Basic Description” of the hazardous material – as well as any special provisions and the applicable packing instructions.  Moreover, 49 CFR contains various modal regulations for carriers (air, highway, ocean and rail), training requirements, emergency response requirements, and other pertinent shipper and carrier responsibilities.

The HMR also authorizes the use of the UN regulations for domestic and international transport of dangerous goods by air and ocean found in both the (1) Technical Instructions for the Safe Transport of Dangerous Goods by Air (Technical Instructions) published by ICAO (The International Civil Aviation Organization), and the (2) International Maritime Dangerous Goods Code (IMDG) published by the IMO (International Maritime Organization).
